‘Risk and Infrastructure from a practical and legal perspective’

A talk by

Dr Mike Webster BEng, MSc, PhD, DIC, CEng, FICE, FIStructE, Director, MPW R&R Ltd

and

Crispin Winser FCIArb, Barrister, Crown Office Chambers

Mike is a chartered civil and structural engineer with over 30 years’ experience. He runs his own business specialising in construction & structural safety, CDM and risk. He spends much of his time these days acting as an expert witness following collapses and other problems on construction sites. He is a member of Structural-Safety and the Confidential Reporting on Structural Safety (CROSS) panel. Crispin is a barrister at Crown Office Chambers. He specialises in domestic and international dispute resolution in the construction, engineering, energy and infrastructure fields, together with related insurance and professional liability. He is recommended as a leading practitioner by the Legal 500, Who’s Who Legal, Chambers UK and Chambers Global.

Mike will consider a number of recent incidents that highlight the changing world of risk facing those designing, building and operating infrastructure and buildings. He will illustrate this through a series of case studies including:

  • Malahide viaduct collapse
  • Westminster bridge terrorist attack
  • Collapse of the wall at Oxgangs Primary School, Edinburgh
  • Failure of the grouted connections on the Robin Rigg offshore windfarm
  • Fire in the Liverpool Arena multi-storey car park

Crispin will then consider the legal aspects of risk for designers, builders and operators of infrastructure and buildings, and will address some of the legal issues raised by the case studies.
