The Local Democracy, Economic Development and Construction Act 2009 came into force on 1st October 2011. This Act radically amended the payment regulations.It was supposed to make the system simpler and fairer.3 years down the line, contractors, subcontractors, employers and consultants are still struggling to understand how it all works.Non-compliance with notices can result in a payer becoming liable for the full amount of an application, irrespective of any defence that the amount applied for is not due. John Riches will try to help us unravel the mess.

John Riches is a Chartered Quantity Surveyor and Chartered Builder with more than 40 years' experience. He formed and owns Henry Cooper Consultants with a wide remit of consultancy services to the construction industry. John acts as Arbitrator, Mediator and Adjudicator. He has carried out 350+ Adjudications ranging from £5,000 to £32m.He sits on many ANB panels and as an assessor for CIArb & RICS panels.He is a member of the JCT Main Board, Council and various committees.With local CIArb member, Chris Dancaster, he is the Author of 'Construction Adjudication - A Practical Guide' the leading practical text on adjudication.
